"Cannot copy this folder because it may contain private items" error when a user tries to move items in a mailbox in Office 365 Dedicated

When a user tries to move items in a mailbox in Microsoft Office 365 Dedicated, the user receives the following error message:
Cannot copy this folder because it may contain private items.

Full Access permissions don't grant a user the ability to see private items. This issue occurs if the user has no specific delegation permission that is reserved for the mailbox owner.

To resolve this issue, grant the user delegate access. Specifically, grant the user the "Delegate can see my private items" permission. To do this, click to select the Delegate can see my private items check box.
